On Thursday, the governments of the United States and Somalia sealed a security pact, positioning it as a blueprint for fostering a capable Somali military, equipped to assume security duties and combat the al-Shabab insurgents.

Under the oversight of Somalia’s President Hassan Sheikh Mohamud in Mogadishu, the two nations inked a memorandum of understanding to establish five military installations for Somalia’s National Army.

As per a statement from Somalia’s National News Agency, SONNA, these installations will cater to the Danab Brigade, the specially trained unit of the army.

Molly Phee, the U.S. assistant secretary of state for African affairs, who attended the ceremony, expressed the U.S. commitment to bolstering Somalia's capacity to confront al-Shabab.

"We acknowledge that reliance on temporary and often inadequate camps undermines the Danab’s readiness and could impede the brigade’s sustainability and expansion,” she remarked. "Our mutual aim is for the [Somali National Army] to assume full control over base operations upon completion of the facilities, and the MoU merely outlines the pathway to achieve that,” she added.

Phee emphasized that the memorandum of understanding for the construction of the bases "demonstrates our confidence in the future of the Danab and the magnitude of our investment in Somalia’s security.”

President Mohamud expressed gratitude to the U.S. government for its assistance, noting, "U.S. investments in the SNA/Danab have yielded positive results, empowering a potent strike force that spearheads security offensives against al-Shabab.”

The signing of the memorandum of understanding coincides with heightened tensions in the Horn of Africa following a January 1 agreement between Somaliland and Ethiopia, which Somalia’s federal government vehemently opposed, citing territorial infringement.

In a separate development, the defense ministers of Turkey and Somalia recently inked a defense and economic cooperation pact to fortify bilateral ties.

During a recent visit to Cairo, Turkish President Recep Tayyip Erdogan affirmed Turkey's commitment to preserving the sovereignty and territorial integrity of Libya, Somalia, and Sudan, with which Ankara has defense agreements.

In response to the Ethiopia-Somaliland agreement, President Abdel Fattah el-Sissi of Egypt declared, "Egypt will not tolerate any threat to Somalia.”
